U.S. Statement at the Universal Periodic Review of Malta

45th Session of the UPR Working Group

Thank you, Mr. Vice President.

The United States welcomes the delegation from Malta, led by the Honorable Rebecca Buttigieg, Parliamentary Secretary for Reforms and Equality.

The United States compliments Malta on its support for individuals with disabilities through the 2022 Special Olympics Malta Invitational Games, and its strong advocacy for gender diversity and inclusion demonstrated by hosting the 2023 LGBTQI+ Human Rights Conference and pan-European EuroPride march.

In the spirit of constructive engagement, we recommend that Malta:

  1. Implement the recommendations of the public inquiry report into Daphne Caruana Galizia’s murder.
  2. Engage with authorities, media professionals, and civil society to create an enabling environment for investigative journalists and open reporting.
  3. Meet search and rescue obligations, including those related to seaborne migrants.
  4. Ensure migrants entering Malta irregularly are provided humane and just treatment and continue to address poor sanitation and other inadequate conditions in detention centers.
