Technical Assistance and Capacity-Building in Promoting and Protecting Human Rights
October 7, 2021

Item 10 General Debate

Statement by the Delegation of the United States of America

As Delivered by Mr. Jesse Lynch

Human Rights Council – 48th Session
October 7, 2021

The United States underlines the direct correlation between strengthening technical assistance and capacity-building and the further promotion and protection of human rights.

OHCHR serves as one of the greatest tools in providing technical assistance and capacity-building. The United States encourages countries to implement technical assistance and capacity-building that is inclusive of minority groups and women and girls in all of their diversity.

We appreciate OHCHR’s efforts to assist accountability processes and support human rights defenders. OHCHR’s efforts to support countries in transition like Sudan have been pivotal in advancing legislation to protect human rights and democracy. We value OHCHR’s role in building peace and promoting human rights in countries that span the globe from Colombia to Afghanistan.

Question: How can countries utilize their technical assistance and capacity-building resources in inclusive and participatory ways to ensure that the results are sustainable?
