Thank you, Madame High Commissioner.  The United States calls for the OHCHR and Ethiopian Human Rights Commission’s report to be released without delay.

We also welcome Madame High Commissioner to conduct an intersessional briefing with the Council on the findings of the report once it is released.

We strongly condemn the human rights violations and abuses occurring in northern Ethiopia, including unspeakable brutal acts of violence committed against women and girls.  Those responsible must be held accountable through independent, transparent processes.

We are deeply concerned that the Ethiopian government and regional authorities continue to impede humanitarian assistance.  We demand all parties allow unhindered humanitarian access.

We are also gravely concerned by the presence and actions of Eritrean Defense Forces in Ethiopia and call for their immediate withdrawal.

We condemn the Tigray People’s Liberation Front’s (TPLF) expansion of the conflict and are concerned by reports of abuses, such as reported attacks against Eritrean refugees.

We urge all parties to end hostilities and for the Ethiopian government and the TPLF to enter into negotiations without preconditions toward a sustainable ceasefire.
