U.S. Statement at the Universal Periodic Review of Egypt

The United States welcomes the Egyptian delegation.

We recommend Egypt:

  1. Address impunity by credibly investigating allegations of extrajudicial killings, torture, and forced disappearances by security forces, publicly release findings, and prosecute those responsible.
  2. Release detainees held for exercising their rights to freedom of expression or association, and ensure fair trial guarantees for those remaining in detention.
  3. Commit to supporting a free and active civil society by ending Case No. 173, foreign funding investigations, travel bans, and asset freezes against civil society.

We encourage issuance of regulations for the new non-governmental organization law that do not unduly restrict fundamental freedoms.

While recognizing the terrorism threat Egypt faces, we call upon the government to better counter that threat by easing restrictions on freedoms of expression, peaceful assembly, and association, and by ensuring fair trial guarantees.
