U.S. Statement at the Universal Periodic Review for Dominica
33rd Session,
Geneva, May 9, 2019
as delivered by Sean Garcia
The United States welcomes the delegation from Dominica to the UPR Working Group.
We recommend that Dominica:
- Address shortages of judicial, prosecutorial, and police staffing, which contributes to lengthy pretrial detentions and severe backlogs in the judicial system.
- End criminalization of consensual same-sex sexual activity between adults.
- End criminalization of libel, which leads to selective self-censorship due to public and private threats of lawsuits.
We commend the Government of Dominica for providing for adequate prison conditions, protecting the independence of the press, and ensuring the independence and impartiality of the judiciary.
