U.S. Statement at the Universal Periodic Review of Chad

The United States welcomes the delegation of the Republic of Chad to the UPR Working Group.

The United States remains concerned by reports of human rights violations and abuses by government agents, including those involving the use of torture, arbitrary arrests, and incommunicado detentions, and restrictions on the freedoms of expression and peaceful assembly.

We recommend that the Republic of Chad:

  1. Enforce the Constitution’s freedom of assembly and peaceful demonstration laws and ensure that they are consistent with Chad’s international human rights commitments.
  2. Conduct investigations into reports of torture and other abuses by security forces.
  3. Establish oversight mechanisms for the use of arrest and detention procedures to ensure those detained have access to counsel of their choosing.

We urge the government to hold accountable government officials who are responsible for human rights violations and abuses.
