U.S. Statement at the Universal Periodic Review of Luxembourg

The United States welcomes the delegation of the Grand Duchy of Luxembourg to the UPR Working Group.
The United States commends Luxembourg’s robust commitment to human rights and fundamental freedoms, democratic values, and the rule of law.
We note, however, past reports of prisoner-on-prisoner violence in detention facilities, continued challenges in combating gender-based violence including domestic violence, and trafficking of persons for sexual and labor exploitation.
Bearing in mind these concerns, we recommend that Luxembourg:
- Continue implementation of remedial measures in the Schrassig prison and the socio-educational centers for juveniles in Schrassig and Dreiborn;
- Implement programs to promote cooperation between NGOs and law enforcement to combat domestic violence and other forms of gender-based violence;
- Prescribe and, where appropriate, impose punishment that is sufficiently stringent to deter the crime of trafficking in persons.
