Thank you, Mr. President.

We strongly regret the decision by some states to present numerous amendments to this resolution following a process of negotiations led by the core group of Hungary, Uruguay Fiji, Ghana, and Ireland, which was extremely open and transparent.

We are concerned that the amended language and newly inserted paragraphs change the original meaning of paragraph OP11 as tabled and the broader resolution.

We find it particularly concerning that some states seek to shift blame for reprisals to the victims and question their credibility.

Because of these concerns, we regretfully withdraw our co-sponsorship of the resolution and dissociate from the new paragraphs OP4bis, OP7bis as amended and request that it be noted for the record.
