Explanation of Vote by the United States of America as delivered by Katherine Gorove

We are pleased to join consensus on this resolution today. We appreciate the hard work of the South African Chairperson Rapporteur of the Intergovernmental Working Group (IGWG) on Private Military and Security Companies in pushing the IGWG towards a consensus. We regret that not all of the language agreed to by the IGWG is included in the current resolution before the Council. However, we are pleased that this resolution reflects the essence of the IGWG’s conclusions earlier this year. First, that there was no agreement on moving forward with a legally binding instrument at this time. Second, that the Chair’s discussion paper – although not discussed during the IGWG – could form a starting point for future discussions. And, third, that we will commence work on a new mandate in this IGWG in a constructive manner. We look forward to continued work in this new IGWG in a similar cooperative spirit.
