Mr. President,
We fully support the efforts of the Office of the High Commissioner for Human Rights and UN Special Representative Kobler’s efforts in Libya. We believe that the UN process remains the single best means to define a constructive path forward.
We strongly support the Libyan people’s aspiration to transform Libya into a secure, inclusive, and democratic state, where men and women participate equally in rebuilding and running their country. We support Libyan efforts to achieve unity and reconciliation, and to restore the rule of law and state authority. We reiterate our determination to assist Libyan institutions as they work to provide accountable and responsive governance and urgently deliver basic services.
We stand behind the Libyan people in maintaining a unified Libya, which we believe is Libya’s best weapon against Da’esh and the specter of terrorism. The international community must put our full weight behind the Government of National Accord (GNA). We also continue to emphasize the importance of the GNA’s commitment to protecting civilians during counter-ISIL operations and the stabilization phase that follows.
We are ready to provide further support to the new government as it works to meet Libya’s governance, counterterrorism, economic, and humanitarian needs.
