We thank Special Rapporteur Heyns for his service, and express full support for his mandate.  We note our written feedback on the proposed new manual on prevention and investigation of potentially all unlawful deaths.  We expressed significant concerns about the process by which this proposed manual has been undertaken, in light of the responsibilities of the UN Commission on Crime Prevention and Criminal Justice, and about its content. We appreciate continued dialogue with the SR on this topic.

We thank Special Rapporteur Beyani for his report.  We fully agree with his assessment that the UN should restore the position of the Special Representative of the Secretary-General, or SRSG, on the Protection and Assistance of IDPs.  An SRSG would have more resources and a more comprehensive mandate than the current position of a Special Rapporteur.  This enhancement is necessary to more effectively address the problems confronting IDPs around the world.  We look forward to working with other States to explore the best way to reestablish this critically important mandate as soon as possible.

What recommendations can Special Rapporteur Beyani offer to governments to prevent trafficking among IDPs and how can states best identify and assist these trafficking victims?
