Thank you, Mr. President.

The United States joins other countries in celebrating the anniversaries of the entrance into force of the international covenants on human rights, which will take place late next year.  We firmly believe that all human rights are equally important.  We join consensus on this resolution with the understanding that it does not imply that states must implement obligations under human rights instruments to which they are not a party.  We thank the sponsors for their cooperation on this resolution, but regret that the negotiation process distracted attention from its commemorative value.
