Statement by the United States of America

Thank you, Mr. President.

The United States is encouraged by the example set by many governments that have undertaken the Universal review process with the utmost respect, seriousness of purpose, and sincerity.

However, we are concerned that some aspects of the current UPR procedures do not adequately allow for full participation by UN Member States. As others have noted, we would like to explore ways to facilitate the true universality of this review by ensuring adequate and fair participation by those who wish to speak in UPR sessions. As the Republic of Korea noted in their statement in June, one way to ensure equal opportunity is if the number of delegations wishing to speak on a particular country exceeds the given limit, then the allotted time should be divided equally between all speakers. We welcome others’ views on this proposal and look forward to working together towards a better process that enhances the effectiveness and transparency of this body.

We would also like to take this opportunity to note our strong belief that civil society involvement enhances the review process. Civil society voices provide valuable insight and we look forward to engaging with a broad spectrum of civil society actors urging our own UPR review process in the coming year.
