SIGNING CEREMONY
AGREEMENT ON PROCEDURES FOR
PHASED ELIMINATION OF SS-24 ICBMs
Geneva, December 11, 2000
On December 11, 2000 in Geneva representatives of the United of America,
the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation,
and Ukraine signed an agreement that provides additional procedures in
the START Treaty's Conversion or Elimination Protocol for the phased elimination
of mobile intercontinental ballistic missiles (ICBMs). In addition, they
initialed a joint statement, which provides the specific procedures to
be used for the elimination of SS-24 ICBMs in two phases.
These documents will enhance the viability and effectiveness of the Treaty
between the United States of America and the Union of Soviet Socialist
Republics on the Reduction and Limitation of Strategic Offensive Arms
(the START Treaty), which entered into force in December 1994.
