UNHCR's Structural and Management Reform

Mr. Deputy High Commissioner,
The United States would like to express our strong support for UNHCR's reform effort. This is a courageous and significant initiative on behalf of UNHCR under the High Commissioner's leadership that is essential for the continued viability and vitality of UNHCR in fulfilling its noble mission. The goal of these reforms has been and remains to enhance UNHCR's sustained ability to deliver protection and assistance to its beneficiaries around the world in the field as we confront the challenges of the 21st Century.
The United States supports the High Commissioner's decision on outposting and looks forward to reviewing the Task Force implementation plan. We realize that this change will be difficult but also feel strongly that these steps are necessary for UNHCR to continue to fulfill its mandate. We note that the High Commissioner conducted extensive consultations on this decision with staff and ExCom members, which we appreciate. We encourage ongoing dialogue between management and staff as these decisions are implemented. For our part, we would also appreciate being kept informed on steps being taken to support the transition for staff affected by the outposting decision. Many of those who will feel the results of this transition have served nobly in support of refugees worldwide and for that have earned our sincerest respect and appreciation.
It is important to recognize that this most recent decision is only part of UNHCR's broad reform effort. We are greatly encouraged by the commitment of UNHCR's management and staff to move ahead with decentralization and regionalization. We are also following closely UNHCR's implementation of results-based management and budget reforms. These are bold actions with far-reaching implications. We urge UNHCR to keep ExCom members apprised as these reforms are being developed, including in terms of their budgetary impact and measures to ensure accountability and transparency.
In conclusion, it is clear that UNHCR management and staff are committed to maintaining the organization's relevance in the face of difficult humanitarian situations around the world. UNHCR's senior management and its entire staff are preparing the agency to meet its growing responsibilities. And you are embracing the broader UN reform agenda to make the organization more effective, more flexible and stronger in its operational response to displaced persons in need of protection. We applaud the efforts of the High Commissioner, and reiterate the he has our strong support.
