STATEMENT OF THE UNITED
STATES
on Report of the Independent Expert on technical
cooperation
and advisory services in Liberia

Thank you, Mr. President.
The United States welcomes the report from the Independent Expert
on technical cooperation and advisory services in Liberia.
Ms. Abaka rightly commends positive political developments such
as the establishment of the Truth and Reconciliation Commission
and the successful presidential and parliamentary elections without
overlooking continuing human rights concerns in the country.
The report is impressive in its review of the Liberian justice
system and the many challenges the government of Liberia faces as
it strives to repair its legal system and develop respect for the
rule of law. Ms. Abaka also highlights the Ministry of Justice’s
Case Flow Management Committee whose efforts have reduced prison
congestion in several counties. Indeed, better record-keeping has
helped to decrease abuses in prisons, minimize the number of persons
in prolonged detention, and reduce shortages of space, food, and
water.
We have two questions for Ms. Abaka:
- First, you recommend engaging judges, magistrates and judicial
officers from similar jurisdictions, including ECOWAS countries,
to address serious gaps in the administration of justice. What
other recommendations do you have for addressing this problem?
- Second, how do you measure Liberia’s progress on respecting
human rights since the report was first issued? Obviously there
has been progress, but in what area are you looking for the most
progress?
