U.S. Statement on Universal Periodic Review

In my government's view paragraph 5(e) of General Assembly resolution 60/251 contains most of the important elements which must guide our work as we elaborate a system of universal periodic review.
The system of universal periodic review we develop must be elaborated by all stakeholders, with equal input from Council members, observers, NGOs, and civil society alike. As others have suggested, we agree that states' fulfillment of their review obligations should not replicate that already done in fulfillment of their other treaty obligations. Whatever decision on review modalities we ultimately reach, it is our view that there must be full participation in management and oversight of the new mechanism by all U.N. member states, including Human Rights Council observer states.
We agree with others who believe that the universal periodic review mechanism should be held inter-sessionally, and report to the Council session held after a given review session is conducted.
